How Do You Pm And Give -rep?

    I really don't know what PM means and am even more uncertain on how to Give -Rep, please tell me.

    you can't rep until you have a certain number of posts... i don't know the number because it's changed and I had it well over a year ago so i stopped caring.

    Keep in mind that you need 150 posts to be able to rep people.
