newegg ships to AFOs as well, in full seriousness though I'm no too well versed in the world of water coolinf. and TEC would refer to thermal eletric cooling, essentially a current is run through some metal and one end gets really cold and the other really hot. you put a fan over the hot and and you place the cold end onto your water cooling unit to make your water colder and hence your CPU gfx cards etc.
well they both ship to APO's and im in korea.. i've had a problem with my last tower showing up cuz of customs... heh...
don't buy full towers, just get the parts and toss them together yourself, way less of a hassle when customs are involved. Cheaper too.

its common sense really.... you need the reservoir for the fluid... u need the pump to pump the fluid... you need a radiator to cool the fluid.. and then you need the water blocks to mount on whatever you wanan be cooling..
in full seriousness, GR is likely the wrong place to ask about liquid cooling, I am likely the msot well versed person here in regards to PCs and I'll admit I am ignorant to H20. try a place like XS or [H] they have a lot more enthusiasts than GR and could likely help you better.
