either get the x850 or that cheep 6200PCI, the inbetween really isn't worth it. the next best bang/$ is the x800GTO for 5$ less and 70% the performance and the next bang/$ after that is probably a GeForce 6500
well, my processor is overclocked form 2.13GHz to 3.07GHz... my ram is overclocked from 667mhz to 766mhz. it means running it above the speed that intel thinks will make their pocketbooks bigger... decent DDR2 ram isn't going for under 100$ for a single strip beleive it or not(i don't it wss like 80$ a month ago) right now ram prices are up since rmam manufacturers are having dificulties. if you don't want to run that processor at say 2.6-3.0GHz you can probably get a cheaper motherboard.
the way you get you parts to OC like you proc, mobo, ram, and vid card is to do it in BIOS. For actally setting you would be better off asking someone else as I have not done it before. Then again that is going to change next week.
you'de likely want to do some research prior to actually OCing. common programs used when OCing include Core temp/speedfan/ITE smartguardiam for temp monitoring, CPUz or crystalCPUID for monitoring specs, PPLclock for dynamic clocking, superpi for performance testing, and ORTHOS/stresprime/prime 95 for stability testing. you OC in BIOS, it is relatively simple, though it is again best to not mess with voltage settings unless you know what you're doing, upping the voltage results in exponential increases in temperature and a risk for potential electromigration(primarily in CPUs at SIGNIFICANT voltage increases beyond what is typical, there are effectively no noted cases of EM in GFX cards, RAM, or chipsets as far as I know)
