Start>All Programs>Accesories>System Tools>System Information. Once that's open - Components>Display The name of your card is the first one and it has all the specs and other usefull information there too.
is ATI RADEON XPRESS 200 SERIES really bad? any suggestions for what to upgrade to with 100-150$ can?
download cpuz and open up the Mainboard Tab. Then look down a little and you'll see Graphical Interface. Tell us what it says there. I'm assuming that you have at least AGP, but pray for PCI-E. And no, ATi does not suck.
Ouch, sucks for you. That means you don't have AGP or PCI-E. You will have to either get a new motherboard (and a graphics card) or, buy a PCI Graphics card; but those aren't nearly as good. Your choice, I would personally save up to get another a motherboard + gfx card + processor or w/e (matters what cpu you have now.)
