Look down at the bottom. Copyrights are always there. "a drunkfoundation skin" Someone from the site made it themselves. Im sure you could ask them to sell you using rights. And then you could edit it to your liking. Hope that helps
hmm, most prob you will need to purchase it. however there are several ipb skinning tutorial in here. You can use them to skin your forum.
They may have asked to use it, bought rights, or stole it. No one would put in the copyright that they made a skin themselves if they didnt. If you hover over that link on the forums it says "a drunkfoundation skin by James Young", James Young being the owner of that site.
