When you create a template, can it just be a big image, or do you have to code it?

You must code it if you use navigation links to a other page on your website

If I was to make an image, with a navi bar under the banner, could someone code it?

9im not asking someone to code it, just want to know if it can be done.

Uhh, you make what the site will look like in Photoshop, then you use the slice tool to cut the image up, then you save the sliced image with an HTML file, then you edit it the HTML code in the HTML file.

It's been forever since I've done this, so don't trust that instruction word for word :P
