Hey, my cousins mom gave him a limited acount, and she deleted her acount by mistake I don't know how -_- but now both of them need to use the computer and they're not sure what to do?

The only way I know is just to reformat, is there any other way?

Um, why can't you just create a new account? duh?
Control Panel -> User Accounts -> Create new account

I'm not sure, but if you boot in safe mode, you might be able to create an administrator account.

Boot in safe mode. At the login screen, press ctr + alt + del twice, and you should see an admin screen (it might be windows pro only). From there, proceed to create a new acount.
