    Erm, things ON the pc wont change the noise.

    Check to make sure fans are fastened securely as well

    Yes check the fans in it. It might have some cooling problems and might be over heating. That is probally the top reason for it being so loud.

    check your CPUuseage and make sure it is idleing around 0-2%, enable any thermal throttling technologies applicable.
    =======
    if the above does nto do anything:

    check the case fasn, replace with lower DB as needed

    check CPU HSF make sure it is functioning properly

    check the PSU the fans on that can be noisy

    check to see if it is the harddrive, it's VERY unlikly but possible. should sound like an anooying screech and not like a fan.

    =======

    and if you are foolish, DL speedfan and just turn everything way low try to make sure nothing overheats though.

    It's probably spyware, which makes your CPU stressed, so it gets hotter so your bios will let your fans run faster, which makes more noise. Do what xelink said.

    Ooh its a Dell. That could just be your peoblem.

    Make sure the fans are firmly attached to their brackets, and make sure there is nothing obstructing them. Has it been doing this since you got it, or has it just started recently?

    I know how to fix it. Use your dell for a toilet, and build a custom computer x_x

    the idea of building customs systems is that is it typically cheaper... past around 3-400ish if you don't need to buy the OS/monitor

    what's weird though is that Dell's typically only have like one or two fans so there is a heat risk but it shouldn't be THAT loud... again check each fan and see which one is the culprit, I'm assuming it's the fan because typically a harddrive doesn't make such sustained noise.
