yea you should take all proxies down it can effect it.

why r u testing this stuff what is the point?.

aso is that a type because ive never heard of kbIps, maybe do you mean kbps, if so thats just how fast your internet is, fo example if you have dial up youll have either 25 or 56 KiloBytes Per Second (or KBPS), those sites should test it for you ahve give you stats

I need this to configure my rates for cs

 

the rates are usually determinded server side and they are usually at something that is optimal for your computer you shouldn't be screwing arpund with them if your getting lagg or choke then its prolly the server or your internet sucks or you don't have a good enouigh vid card. The rates don't effect to much really
