You would RMA it and tell them that it was DoA (Dead on Arrival) and then you would send it back. When you RMA it, you have two choices, Refund (all your money back), or Replacement (exact same product). If you do a refund, they charge you 10% of the total on the product that you have returned. If you get another product in place of the one that you previously ordered, then you can email them up, and they will give you that 10% that they took previously, back.
the two canadian sites i know of are: ncix.com and tigerdirect.ca they both can be rediculously priced on some items so it`s best to check both however i find ncix to be cheaper

sadly yeah, even though 1 CAD = .9USD these days we're still paying a ton more. Then add on anywhere from 6-16% taxes
