What kind of internet do you have.

Dial up, most of the time your IP address changes with each connection you make.

Cable, I believe if you disconnect the modem for a few minutes then plug it back in, your IP will be changed. If not, try again. Not sure if this works with DSL too

If you disconnect the power from your DSL Modem, and plug it back in, it will reset your IP.

the way in dos is for your home network, not your connection to the internet.

I've been banned on IRC before, unplugged my modem for 10 seconds, plugged back in, and I could get back on..

you can download a program that automaticly hooks you up to a new proxy everytime you tell it to, which changes your IP. I don't know of any free ones though. You could always just use a proxy server or connect to a proxy manually.

    That's not the right sequence anyways. It's "Start > Run > CMD > ipconfig /flushdns > ipconfig /release > ipconfig /renew"

Browsers will allow you to change your IP. But I dont think that would help in your case since IRC isnt connected to the internet through a URL.

If your on dial up your set, just do as posted before and unplug/reset/burn/throw your modem and restart in a few minutes. Dial-up is usually assigned a dynamic IP meaning it changes pretty regularly upon renewal. If your on the average home users highspeed connection your just going to have to connect through a proxy of somesorts as your usually assigned a static IP address designated by your service provider. There are other ways around this, most of which aren't legal though so I'd just stick with a good proxy :)
