Most of the time (in my experience) 100% CPU is either spyware/adware/virus, DDoS(unlikly for you), and/or background programs.

Check your processor list for any suspicious programs running and using too much usage. Also do the usaul, scan for spyware etc.. Lastest drivers (as said by xelink) Make sure you have LAN rates too, for ingame play.

you realize that it's typical to have 100% CPU useage while playing a game. heck my a64 3000+ hits 100% useage playing sim city 2000... and I have far mroe than the minimum specs for that game(say 10-20 times the clock speed, lower latency, higher bandwidth, improved efficiency/clock, 200 times the ram, 1000 times the graphics card...)

run nspyware scans those will lower CPU useage.

    done

also it's normal for ANY game to max out a core completely while in use... sim city 2000 will max out one of my opterons cores yet it only needs about 1/50th the power.

Sim City 2000 only requires 4mb of RAM and 512kv vRAM... and it maxes out your CPU? Jeesh. Actually, I dont know what im talking about because I have never gotten to play Sim City 2000 on my Win XP because Sim City 2000 only has floppy disks and I don't have my floppy installed :( Anyhoo, are you sure its not your computer overheating?
