So basicly you are asking people to give you hosting so you can start your gaming site? Look around, there are tons of them out there, no need to make another one. Not saying you will listen to me and not make it, because im sure you still will. But if you look at sites like GameFAQs, PlayStation, IGN. They all have many members and are great gaming sites, another one made by someone like you most likely will just end up having around 1,000 members at the end and will go nowhere. Thats just from my experience, but good luck with that, whatever you will do
You should ask for people for contacting companies and asking for faq...or something like that. I was e-mailing Nintendo along time ago for asking questions, and they were answering 1 or 2 days after the e-mail was sent. Website may look good, but it need content. Good luck with this.
Umm...why would you need access to the panel, assuming you mean like Cpanel when you dont use it for anything anyways. All access you would need would be the script panel and FTP
