Does Alias's tut include things i cant do in PS 7???Such as photo filters/scatter smudging and the like??? Im seriuosly considering buying

there is one layer wich contains smudging, but you can skip it or use a blur instead, or a spatter filter, but then you need to tweak that layer a little but it can be donne
