say WHAT? you do know how the internet works, right? that every web page is hosted on a server somewhere (basically, a box with a lot of storage space and a connection to the outside world via cable, phone lines, t1, t3, etc.) and that, when someone goes to that website, all they're really doing is calling that box and saying "send me the data you have over the 'internet' and then I can display it on my screen." the internet isn't located in one spot, it's just the name for the myriad connections people have between their computers and everyone else's. we pay for the connection, we pay for the server space (in the case of a site like this) and thats really it. I didn't read the article, but it sounds like some governments want to get ISPs to block websites that they don't approve of (haven't paid them money, aren't in the country, whatever) which seems a monumental task, considering how, if people want to see something on the internet, there's not a lot that can prevent them...

The main servers for the interenet, the heart of the internet, the main database for the internet, all of that is located somewhere in Switzerland. Without that stuff, the internet would be nothing
To my knowledge there is no one main source for where the internet is located. The internet is a world wide global thing, it is brought to us via lines from certain companys in each state, country, etc. What the Congress is giving rights to, is not the internet itself in a sense, but how we recieve that data. Some larger corporations are complaining, saying the internet is being brought to us, over their lines, phone lines, etc and they want to have control over that. To make this easier to understand, lets look at it from this point of view. You have cable tv, you have satellite tv. Two different companies, bringing you the same channels for the most part. They have control, over what you see, how clearly you see it, or if you see it at all. That is what the Congress is wanting to give rights to these companies for. So you would have to go to these companies and purchase your internet access, or your cable company would have to go through them to purchase access to give to its customers. Different companies will offer different speeds, probably different advertisings, etc etc. So yes, Congress can do that. Because like I said, their not giving away rights to the internet persay, their giving the rights on how we recieve, how fast, etc etc.
Congress won't be losing money on it. Either way they are able to tax the companies, so it doesnt really affect Congress at all. The only thing it affects is the people using the internet, and the companies involved.
