Well first off you need to make sure you select what you want to stroke, if you want to do a border you want to hit ctrl+A to select it all. Also make sure you are not clicked on a text layer or something

If you have done that sorry I can't help you there.

    Firstly, for the borders..

Do you press ctrl+a first?.. And on other things, do you have them highlighted with the marquee (hold control and click the layer its on)

then do stroke.. See if that works

CTRL+A ... and make sure you are on a new blank layer..just so you don't have to hassel with drawing a stroke on a layer that is like softlighted or something.

click ctrl+shift+n to create new layer
hit ctrl+a and goto edit>stroke and mark inside. because if you mark outside you will cant see the border.

    Yes thats one possibility

If that dont work check your settings

Or all else fails ... reinstall and check - It wont harm your PSDs so thats an option

If the filters aren't showing up make sure it's 8 bit. There is only 8 and 16 bit under the image>mode area. I had that problem before and there's no need to reinstall. Just reset the settings by holding ctrl+alt+tab when you boot up photoshop.
