Definitely, i won one the other week from eVGA and i love it! The comparison might look the same but the 7600gt is brand new technology.
no. unless you will be using that x800GTO on something else, it isn't worth the bother. the 7600GT will SLIGHTLY outperform it and it has pixel shader 3.0, but really, it's not worth $180 for the performance diference. just wait for directX X, let me reiterate, newegg will nto give you your money back for the x800GTO.
too bad it's not coming out for 6 months... and why hassle dropping 20 bucks on shipping for the stepup program when the performance diference between the x800 and the 7600 is little and he could easily get by just waiting for DX 10.

Just save up some extra money and get a card that willl be much better than your card now ... like a 7900 GT or something like that. An x800 GTO is fine for games now, so its not worth upgrading to something thats just a tad bit better.
