Will my ISP fix the DNS problem usually? or do i have to phone them?

Ive tried reseting modem, using winsockfix, turning firewalls off and it still doesnt work

    Edit:
Could a system restore fix this problem? (only answer this if you know what your taking bout, im not gonna restore if your just guessing)
