no offense, seeing as how i know you going to take this offensively because you dont take template comments very well, but SPEND MORE TIME ON YOUR TEMPLATES! Get inspiration from about 5 different sites and then put it together into your own site. You used a background gradient without a table background (meaning you cant expand your tables because your background isnt capable of it unless you plan it out right). Your making a techy layout, yet you use Times New Roman for the links? (and they are AA, so if your planning on using images for links, try to make them nicer, otherwise make it non-AA). Your using text warps that make some text hard to read. Your using custom shape tool with an inner and outer glow (that or a green line that is gaussian blurred) and it doesnt look good. Also, what is up with that pure white scanline thing? It makes your template look even sloppier because it doesnt go with the template at all. Sorry, but that template just plain... doesnt work...
hmm its not times roman its verdana i think it looks good on these types of templetes umm i cant find any good templetes to try to make something like it .... hmm ima see wat i can do thanks for the comments...
go to one of these numerous sites and look for templates you like and take ideas of the things you like from them (multiple websites, dont just copy one, youll get flamed) and put them into your own template. 1) go to google.com 2) type in "free website templates" (without the quotes) 3) go through all the lists in like the top 100 and see if you like anything (feel free to stop if you got a good idea of what to make). My personal favorite free template sites would be clantemplates.com or freeprotemplates.com, they have some nice templates up to look at for free that can give you great ideas, expecially clantemplates.com's forums.
Looks like a bunch of lines with some text here and there. Also like your other website this also has a scrollbar to the right. Very unprofessional and irritating! Srry but doesnt look good.
