Money mod is free. You just need to install it Most people can do it for credits, not real cash. The only thing you'll need to pay for is hosting. You can get webhosting around the forums tho, although i can get pricey (credit wize.) Need me to explain credits too? I will anyway. It's just like a currency here at GR. Fake money. You earn one credit for each post you make (some forums dont count). With these credits you can buy, sell, or trade just about anything.

no, there is not. If you want a board type like this, you're going to have to bone up $70/year for a licence, or $180 for a lifetime licence. Skins can cost $30 for a downloadable one, and custom skins get to about $200.
