Um...in what programs? Or in everything where you can type? For example in CS:S you type in console: "bind" "t" "say Hello, how are you? EXACTLY like that and it will work.
Download a macro program like easy macro and you can record keyboard movements and assign it to play the record everytime you press the specific key you assign it.
