Try Ibuypower, here: http://www.ibuypower.com/ibp/store/configurator.aspx?mid=123 and max out the cpu to the 3700 and get 2 gbs ram. Thats the best you can do, AMD wize. If you were to go intel, try this one: http://www.ibuypower.com/ibp/store/configurator.aspx?mid=139 just bump up the cpu to max, 2gb corsair ram, and the 80gb 7200rpm HD. Those are just best off of Ibuypower.com tho..
Thats only minimum price tho^ max goes up to 2000, it might be a bit cheaper, but a bit less power...nothing major I think although I dunno much bout intel cores

Flame X has the right idea. Everyone we dont have ibuypower and that stuff in australia. I will help him out. You cannot get dual core laptops (*edit* I was wrong you can but it will cost $3200). Most laptops use Pentium M's which run below 2ghz however perform like 3ghz pentium 4's. The one on the right is single core and only has intergrated graphics, however you can customise it take of a few things and add on a 7800GO.
Thats the one I initially linked to...except the link does work anymore. The one I have is the 1.8 dual core with 7800 graphics card however. But eitherway, I would def reccomend the laptop.
not the one on the far right. He can ask dell to put a 6800GO in it which will take it up to $2500. I know they put 6800's in them they just arent showing it so give them a call.
Still the machine has paltry amount of RAM, I guess he could get Dell to upgrade the RAM but thats more $$$$$$
