Program Name Plz?

Theres a program that you can convert imgs into letters. Theres this fourm where you cant use a sig, so i wanna get around this. They have a few people doing it, they had a pic with its color converted into d's.

Yes there is a program for, but I can't renember it, I had it on my pc somewhere :/

 

I got a program it does it, but its not doing it too right.
