In my opinion, Photoshop 7 is best..I've used all of them, so I have personal experience.

i went from 7 to CS and am now using CS2. Anyone of those is way better than the thing your using now.

I'd say go get photoshop CS because its probably cheaper than CS2 and there is basically no difference between them.

    I have
    ps 5.5
    ps 7
    ps cs
    ps cs2

There is a big difference between elements and the real photoshop, elements is more for photography. If you looking to get more into webdesign I would suggest getting photoshop, as it will allow you to have more options etc.
Also it's been along time since I've used elements, does it use layers also?
Anyhow, adobe made it relatively easy to crack their software so you shouldn't have a hard time getting them.
Not that I would condone pirating it -_-
