    This is amazing.
Basically you just have to send him all your personal details to be able to scam someone you've never heard of, with the help of someone you more than likely don't care about and he will split US$12.8 million with you 40% for you and 60% for him. So you have the key to what he wants but he still wants all the money?

Personally dude just delete the e-mail, report it as junk or spam or whatever and think nothing more of it. Don't waste your time replying. This will tell them the email address is alive and then you'll get a visit from Nasty Mr Virus that gets all your personal info and they screw you rotten and you go to jail while they live it up. Not worth it.

If an Email arrives in my inbox from an address i have no dealing with then i delete it straight away. If its a friend with a new email then they will contact you some other way to let you know.
If its important they'll get back to you.

sometimes its a million dollar lottery ticket which he never bought
