Yeah, there's something wrong. Why don't I have the option to save it as .gif or .jpg?

You have to change your bit in your scale where you create a new pic,

Image -> Mode -> Set to 8 BIT

It's already at 8 BIT

who cares, file>>save for web... you an specify exactly how it will be optimized through that as well.
