Usually if your fans making alot of noise, that usually means it needs to be cleaned or is in the process of dying. What you need to do is buy a can of condensed air, and spray it on the fan to see if cleans it up some.

After you clean the fan, if it continues to do that, i would suggest buying a new fan and replacing the current one. If your fan ends up dying and you dont realize it, it can cause an over heating problem and cause your computer to shut itself down, or if it doesnt have the over heat protection activated, it can fry some of the more delicate chips in your computers hardware.

make sure you hold the fan still or spraying it will make it spin way more faster than it was intended to go .

You dont have to hold the fan still while you spray it...just spray it and it will clean it just fine, dont worry about holding it, lol.

Other causes: (happened to me while working on another comp)
The little fan blade broke off, and when ever i started it up it would make the RRR sounds n wouldnt stop.. also it could be loose.. i just went out n got another fan.. didnt wanna risk frying my comp. :\

Actually with some "special" fans you can get them with temp controls, adjust RPM n stuff like that.. pretty cool but im guessin it would be expensive to have one, i remember seein 1 a cuple months ago.. was wicked.. cant remeber where though :(
