Ok I am in australia too so I will build you the best one for australia. No one else help unless your in australia cause the prices are completely different even with currency comversion.

    AMD X2 4400 - $765 (MSY)
    DFI NF4 Ultra Infinity - $169 (I-Tech)
    Sapphire 256MB x800GTO - $274 (MSY)
    1GB (2x 512MB) OCZ Performance RAM - $187 (MSY)
    Seagate SATA 120GB - $111 (MSY)
    Thermaltake TR2 430W - $49 (MSY)

    There you go, totals $1555.
MSY is www.msy.com.au, australias cheapest pc store and the best to get pc parts dont get a bad impression by their site. lol

    www.newegg.com
    www.pcmech.com

Read the tuts on pcmech.com for building your own computer and then go to newegg.com to find all the parts you need. Much cheaper this way and you learn TONS about your comp. Plus if it ever breaks or anything you'll know exactly whats wrong with it since you built it. You can build up a very capable comp for well under 1000AUD.

ghz, doesn't always mean power. a 2.0GHZ athlon outperforms a 3.0GHZ P4 in many cases.

get that, then buy a 512MB strip of ram for 40$ and a cheapmgraphics card for 50$ and you should have an econo box for about $700 australia or 350$ US.
