There's really no name for that... maybe a photomanip?

 

Actually, B&W with only one other color is known as monochromatic. B&W alone is called monochromatic as well, but it can include one other color.

 

^ agrees... but the type of movie is called noir....

 

Schindler's list uses that technique too...
