    I thought that you could do it in PS if you do some special thing to it??

    There is NO software that enables you to increase the size of an image without making it blurry.

    The Department of Defense doesnt even have it. The 'security camera photos that can be blurred up" are just really big photos. The cameras are designed to have an extremley high resolution, so when you zoom in more and more detail shows. Thats called "dpi" Or pixels in a given unit. 300 dpi will have more pixels then a 150 dpi and so on.
