I want to know how to vector an image like I'm seeing a lot of people do.

That looks more like the stupid way of doing it...the filter way.

using cut out filter is cheatin and will look cheap

It's the same thing, they will obviously look different when you do it on people and when you do it on game characters, it all depends on how you want it.
