    Black and white stock, CTRL+I

New layer, fill with red, CTRL+I, set blending mode to color?

Edit: that seems to work pretty well, but you might wanna erase some of the color layer if you don't want it all over.

Then why not fill with a dark blue and put it on color?

It is just an invert, if you would just invert that pic you could see what it originally looked like.

It looks like an overexposed photo, maybe add some sepia and red photo filters, burn the edges, add some contrast, then invert you will get something similar. It wont look exactly the same because it is not the same photo.

Actually, just take a picture you want, and make a gradient, have the first colour black, and the second one whatever colour you want. That should work...

I'd go with this one, I only said invert that red if you wanted a perfect cyan, but just choosing you color would work too.
