Nono. If you mean the blur, its a motion blur. If you mean the bright lines that run up and down and side to side spread apart in that sig: That's just holding Shift, and drawing a line with a 1pix brush up to down.
If you want a pattern, a friend of mine has made a tut on it here: Clicky.
